Test-Managed Development? a paradigm for customer focused outsourced software development

Previously I mentioned Test-Driven outsourcing.
Following this, I had an e-mail conversation with Tim Van Tongeren who told me that he had already done this on a small project. I hope he shares his experience with us soon...
As I was replying, I referred to this not as Test-Driven Outsourced development but as Test-Managed Development. Perhaps this might be a more appropriate name for it.
I still believe that this can only work if the Test-Management overseeing such a project has a "good-enough" philosophy... but they would need to walk the walk as well as talk the talk!
I want to research this some more and if others have done it, I would like them to share their experiences. I hope to propose a framework that buyers and vendors can use to implement this approach to outsourced development.
