Having participated in Planning Poker, I have to say it is one of the most effective ways I've seen of achieving concensus on estimates.
On the other end of the link "planning poker in detail":http://www.planningpoker.com/detail.html is an extract of Cohn's "Agile Estimation and Planning" book which includes this statement:
Participants in planning poker include all of the developers on the team. Remember that developers refers to all programmers, testers, database engineers, analysts, user interaction designers, and so on.This somewhat reflects what I've been trying to get across to testers in my post (and comments) on "The Assimilated Tester":http://www.testingreflections.com/node/view/4948 where I talk of heterogeneous development teams. This, of course, is a different view on the same concept.
